support as we continue to grow GFOAz into the premier governmental finance organization that our members have come to
expect and enjoy!
On May 18, 2007, members of the GFOAz Board of Directors met with the members of the Education Committee and the
Membership Committee to review our accomplishments from the past year and set our Work Plan for 2007-2008. The main
goal of the Work Plan is to build upon the successes that we saw last year under the leadership of our Immediate Past
President, Jeff Tyne, and continue to offer the quality training and networking opportunities that will continue to
benefit our members into the next year.

May 8, 2007 the GFOAz Executive Board approved the appointment of James Menlove to GFOAz Executive
Board of Directors. James Menlove, Finance Director for Navajo County, was appointed to fill the vacancy on the
Executive Board as a result of Pamela Reitz-Bowman's resignation earlier last month.

Texas is leading a charge to get rid of the accounting rule that forces states and localities to tally the
future costs of health benefits for retirees.
Texas Comptroller Susan Combs has been getting significant airtime. That's because she's leading a revolt
against GASB's new Rule 45 - the one the Government Accounting Standards Board has promulgated that
requires state and local governments to calculate the cost of non-pension benefits that employees earn
today but don't receive until they retire.

2007 Summer Conference is Nearly Here!
The GFOAz 2007 Summer Training is August 8-10, 2007 at Loews Ventana Canyon Resort
located in the foothills of the beautiful Catalina Mountains. Room reservations at the group rate of
$76/ night may be made by calling (800) 234-5117. The group rate is available through July 27, 2007.
Registration material for the summer training will be mailed to members and posted on the GFOAz web site in
June.

The GFOAz Board established a professional development fund to assist members with financial support
to attend educational courses, programs, and conferences sponsored by GFOAz or GFOA.
The GFOAz Board renewed its commitment in FY06-07 by setting aside $3,500 for the Professional Development Scholarship
Program. Scholarships are awarded in the form of reimbursements to members that qualify. Award recipients will receive a
maximum reimbursement of $500 towards the cost of attending a program.

(Phoenix, AZ) - The Greater Arizona Development Authority (GADA) is taking applications
for a new grant round geared toward helping communities, special districts and tribes fund early stage
development of public infrastructure. As the fastest growing state in the country (U.S. Census Bureau,
December, 2006), local Arizona communities are finding themselves in need of financial resources to pay for
much-needed capital improvement projects. The 2007 Technical Assistance Grants offered by GADA may be used
for feasibility studies, economic analyses and other early stage projects. A total of $200,000 is available
in this round and multiple awards are expected to be made.

Where are you originally from?
I was born in the small town of New Ulm, Minnesota and lived the first 9 years of my life in the
Minneapolis area before my family moved to Brookings, South Dakota. I left South Dakota in 1983 to attend
the University of Arizona. After 10 years in Arizona, I moved back to Minneapolis but realized how much I
missed the beautiful Arizona weather and moved back here after just 10 months.
Why did you decide to pursue a career in local government?
I started my career at the Arizona Auditor General's Office because I thought auditing would be a good
foundation for my career. After 12 years of commuting to Phoenix from the East Valley, I was fortunate
enough to land a job with the Town of Gilbert which is the community in which I live. I love being able to
make a difference at the local level in the town I live in and the great work/life balance that working
close to home provides.
